(Just had a report of this particular menubar disappearing entirely on Ubuntu 13.10: http://www.freeciv.org/wiki/Forum:Dropdowns_disappear_with_upgrade_to_Ubuntu_13.10 Very new report and not confirmed to smell the same as this bug yet, but it's suspicious.)
