When I use kernel 3.8.0-29-generic from ubuntu 13.04 in 13.10 I don't have the screen refresh issue or the brightness issue. When I remove the QUIRK_NO_PCH_PWM_ENABLE quirk from my kernel build I get my brightness control back. even in vanilla 3.12.0 kernel.
