So the bad behaviour is consistent (from my limited testing on VirtualBox and KVM) in that Lubuntu initially boots and the keyboard layout indicator displays 'US' even though (in my case) the keyboard was functioning as 'GB'...if you logout and log back in, it changes to 'GB'...if you reboot, it reverts to 'US'...not very useful and entirely misleading.
