* the documentation issue has been addressed in 0.7.6 by upstream with that 
commit:

(which adds a "Note that the timeout may be ignored by the server."

* the version with that fix is in saucy

* the new version of GNOME/gnome-shell ignore that parameter the same way that 
notify-osd is doing:

That's probably not likely to make the users who want to be able to configure 
that setting, but it seems to be where desktop are heading...
