I see this quite often. I think it is related to a text field being open and swiping the keyboard away (or doing something to make it go away, like rotating), then clicking in the text field. The keyboard should pop back up but it doesn't.
Reproducer: 1. click 'SEARCH' in the application scope and see the text field pop up 2. swipe the keyboard down and away so it isn't seen 3. tap in the search text field At this point the keyboard should pop up, but it doesn't.
