This seems to be a result of autobrightness. If autobrightness is
disabled then the brightness changes immediately, but with
autobrightness enabled it's probably waiting until it gets some ambient
light data to determine what brightness to use. I guess the best option
might be to save off the brightness before dimming the screen and then
restore it when undimming.
