That's because Google Earth does really depend on ia32-libs. Application won't work without this dependency, theoretically there's a way to isolate only the particular ia32-libs that are used by Google Earth. But I'm afraid this would take too much time and effort.
Google Earth (googleearth-package) works just fine on both Sid and Jessie, if you have any suggestion on what dependency should I make it instead of "ia32-libs" on Ubuntu please do.
