I experienced the same problem on xubuntu 12.04. Installing the package gsfonts-x11 alone does not seem to fix the problem, even if it is followed by a restart. After I installed this package I also had to do a reinstall of xfig, transfig, and xfig-libs followed by a restart of the system to make things work.
