This bug is really import.
For example, it block asterisk packaging:
https://code.launchpad.net/~guilhem-fr/+recipe/asterisk-daily

In control file, package are marked to "Breaks" old asterisk packages
with reference to (for example) "asterisk (<< 1:1.8.3.3)".

When I'm building "11.5.1-1" who is >> to "1.8.3.3", installation
fail...

If I'm trying to put "1:11.5.1" directly in recipe, it fail with an
error:
