For the record, https://bazaar.launchpad.net/~avaneya/avaneya/trunk/files/head:/Extras/VLR/Launcher/Source/ tries to do that with current Apport (e. g. copy/modify apport_python_hook.py). This should be generalized in apport_python_hook, so that third-party packages merely need to import this by themselves and set a hook/crash DB.
