Fixed this. It was caused by a change in the CDIMAGE code that identified the version 12.04.x. I republished the latest !2.04 and put in redirects for /releases/precise/release/ubuntu-12.04.2-server- cloudimg-amd64-disk1.img and /releases/precise/release/ubuntu-12.04.3 -server-cloudimg-amd64-disk1.img to point to the proper /releases/precise/release/ubuntu-12.04-server-cloudimg-amd64-disk1.img
