+ It is possible for update-manager to display an empty update list, or for the
+ size of files to download to be greater than the sum of the sizes of the
+ updates listed in the update list. This can happen when the random number
+ generated by update-manager for a phased update is greater than the
+ Phased-Update-Percentage for a package, so that package is elected not to be
+ installed. The package is removed from the update list but still ends up
+ being installed. Subsequently, updates aren't really being phased at all.
