Right now, apps are minimized when there is a swipe from the left edge
which is longer than twice the width of the panel (which is roughly half
of the screen on the phone - a bit less). The speed of the gesture does
not matter.

How exactly should minimizing an app work? I don't think limiting the
speed of that gesture is a good idea as for sure many people will do the
minimize gesture even faster than the launcher revealing gesture
(because distance is bigger).

Need more information what to do with this.
