Agree: gnome-terminal has never emulated all of xterm's control sequences, and it is unlikely that it ever will. That's why there is a separate terminfo entry "gnome" to address its actual behavior. Set $TERM to "gnome" and report discrepancies there.
For instance, the comment about gnome's bug #337252 points to a change in xterm 5 years ago. That's not recent.
