A similar thing happens to me -- or at least is has for the last month or so. This doesn't happen on all my unbuntu based httpd servers only one server running trac with mod-python. Kind of looks like there might still be some python running when syslogd runs and somehow this kills apache.
Also, this problem doesn't repeat if I run /etc/cron.weekly/sysklogd from the command line.
