I have discovered (via internet post) that the block is caused by
software raid metadata on the HP Phoenix hard drive.

This can be removed by the command:

# dmraid -rE

However, I think that partman should be aware of this metadata - or
there be something in the install documentation to workaround this
problem.

After using dmraid as above, I was able to install ubuntu (and mint)
successfully.
