I can confirm that this bug renders notify-send effectively useless for me, because I often have a terminal running full-screen (on my second display) which prevents any notifications from appearing (on my primary display). I'm running 12.04.2 LTS with Unity 2D on a laptop with an external monitor.
So, for example, in a (local) plug-in script I'm writing to display notifications from an application, I've had to disable notify-osd support, and instead look for an alternative mechanism. Can anyone say whether this issue been fixed as a side effect of work on bug #1065425?
