OK, approving even though we didn't actually fix those issues yet.
Enabling the tests are on didrock's acceptance criteria list for u-s-c
being enabled in 13.10. So either they get fixed in time or we won't
use liburcu anyway. So that's fine.
The .pc file issue I'd still like to see fixed, but I don't see that
being quite as critical as tests.
