Microsoft has released patches for some of it's fonts http://www.microsoft.com/downloads/details.aspx?FamilyID=0ec6f335-c3de-44c5-a13d-a1e7cea5ddea&DisplayLang=en so XP should be covered for those with genuine windows boxes that can do WGA updates. I've *heard* (I don't have the time to search for it, maybe someone else will clear it up later) that EU mandates that each country's character sets must be supported by the OS (I guess for OS' that they deploy in institutions). And anyways, using the comma-based characters IS the proper way to solve the problem at hand.
