Public bug reported:

It allows for more responsive networking even with large up- & downloads
going on. fq_codel is put forward as a generic no-knobs solution to so
called "bufferbloat". I understand this is a pretty niche request at
this point in time, but it ought to be available on Ubuntu 13.04 raring
too, so also on this backport. It improves the overall user experience.

Would be advisable for the ubuntu kernel team to look at fq_codel
regardless.
