Public bug reported: It allows for more responsive networking even with large up- & downloads going on. fq_codel is put forward as a generic no-knobs solution to so called "bufferbloat". I understand this is a pretty niche request at this point in time, but it ought to be available on Ubuntu 13.04 raring too, so also on this backport. It improves the overall user experience.
