This is about GUI of Pulse Audio Control->Output Devices->(in my case)SB X-Fi 
Analog Surround 4.1 
When I slide subwoofer volume above 100% under x.1 mode, other volumes also go 
up. Of course this is not under "locked channels together".
Now I tried on 7.1 mode. Subwoofer and side Left would do the same thing.
Strange thing is that it would not happen all the time. You need to move back 
and forth or move quickly or set volume to lower at begining and so on.

Here is an example.Please try this way.
 
1.Set all the vlumes to 0% with locked channels 
2. then unlock channels.
3. Slide subwwofer volume above 100%.
Result. All the rest of the channles would jump up above 100%.
