I can't reproduce the problem too. If the cursor stays busy that's because a process is not finished : the problem comes from the command (which must contains a process which can't be finished)
Some remarks : - It's a bit strange that this "bug" is reported by the users of an other latex editor.... - There is an official issues tracker for texmaker (on the project home site) : it's also very strange that no ubuntu users have never reported this trouble (and particularly Mark Rijckenberg and lhcamilo : do you know what mean upstream?
