Workaround - use regular scrollbars (better than nthing):

gsettings set com.canonical.desktop.interface scrollbar-mode normal

To go back to overlay scrollbars:

gsettings set com.canonical.desktop.interface scrollbar-mode overlay-
auto

Note: 'gsettings reset com.canonical.desktop.interface scrollbar-mode'
with Gnome 3.8 installed set's the normal, not overlay mode on my
system.
