At first at least this sounds like Qt5's lrelease not being installed.
It is in qttools5-dev-tools, so at least the bug shouldn't be affecting
qtbase-opensource-src (instead, qttools-opensource-src).

Qtchooser has all the /usr/bin/* symlinks installed regardless of
whether all Qt 4 or Qt 5 tools are installed.
