I agree, as I wrote on this bug: https://bugs.launchpad.net/ubuntu/+source/upstart/+bug/995407. This bug report seems more relevant however. In my case, it's not even my primary internet connection that hangs, but a connection to another computer that doesn't need to be switched on.
