Public bug reported: The built-in mouse configuration application in Lubuntu 13.04 didn't seem to permit configuration of tapping, disable-while-typing or palm detection.
I therefore installed gpointing-device-settings which seemed to have these configuration options. Unfortunately, even when tapping is disabled using the checkbox, taps are still generated by my touchpad. I suspect also that the disable- while-typing/palm detection behaviour is also not operating when selected, although this is a bit harder to tell.
