After upgrade to 13.04 gstreamer stopped working with capture devices that do 
not support VIDIOC_QUERYSTD:
gst-launch v4l2src ! ximagesink
Setting pipeline to PAUSED ...
ERROR: Pipeline doesn't want to pause.
ERROR: from element /GstPipeline:pipeline0/GstV4l2Src:v4l2src0: Failed to query 
norm on device '/dev/video0'.
Additional debug info:

Looks like this is already fixed in gstreamer code in
