Public bug reported:

I'm quite sure that my computer support PCIe ASPM (since I can force it
to be enabled, and gain some watts on consumption), however the kernel
disable it with this error:

ACPI FADT declares the system doesn't support PCIe ASPM, so disable it

I'm wondering is that could be an issue coming from this (a bit earlier in the
kernel.log):
ACPI Warning: 32/64 FACS address mismatch in FADT - two FACS tables!
(20121018/tbfadt-394)
ACPI BIOS Bug: Warning: 32/64X FACS address mismatch in FADT -
0xBB649F40/0x00000000BB64CD40, using 32 (20121018/tbfadt-521)

I don't know what are relevant informations, so ask me if you would like
any log or me to test anything.

This is not something new, I have this issue for ages but never reported
before.
