I think you might misunderstand this bug. This bug is that
emacsen-common needs to be configured before ecb. This is usually caused
by broken dependencies in packages. I have tried that in a clean chroot,
and couldn't reproduce.

You say you got an error during upgrade. This might (or might not) be a
related bug to this one. Do you agree with me here?

In any case, please attach a log of your upgrade attempt.
