I had the same issue on Fedora Core though.
I noticed some lines were commented out in /etc/rc.d/rc.sysinit:

----------------------------------------------------------------------------------
if [ -f /etc/udev/udev.conf ];then
        . /etc/udev/udev.conf
fi

[ -x /sbin/start_udev ] && /sbin/start_udev
----------------------------------------------------------------------------------

Uncommenting them gives the proper rights on /dev/null.
