Public bug reported:

This is a bug that appears to be due to the gconf library being
commented out in /usr/lib/cinnamon-settings/bin/SettingsWidgets.py .
This is easily fixed by uncommenting the gconf inport line in
SettingsWidgets.py.

To replicate:

1. install cinnamon (sudo apt-get install cinnamon)
2. Log out and log into a cinnamon session
3. Open a terminal and run cinnamon-settings

Expected output: Cinnamon settings panel loads

Actual output: Error is output

I managed to fix this by commenting in import gconf in
SettingsWidgets.py but cannot replicate it again if I comment that line
back out so I'm not sure what is happening there. I changed nothing else
to get it working though.
