I have the same issue with my Lenovo x220 laptop, but in my case it's
the integrated webcam

Here's the offender:
19.0 W    100,0%                      Device         USB device: Integrated 
Camera (Chicony Electronics Co., Ltd.)

After removing the uvcvideo module it gets slightly better but the problem 
remains:
13.1 W    100,0%        USB device: Integrated Camera (Chicony Electronics Co., 
Ltd.)

All the Powertop settings are Good, including USB device autosuspend for
this USB device.

I am now running 12.10 but I am going to update to 13.04 soon to see if
this reproduces there too.
