Public bug reported:

I have had this problem since upgrading from 12.10 to 13.04 development
branch a couple of days ago.

When I boot my laptop up, the fan behaves as I would expect it to: very
quiet most of the time, occasionally speeding up a bit. (I haven't tried
subjecting it to a load which I would expect to kick it up to the top
speed.)

However, now when I put it into standby mode, when I wake it up again
the fan immediately goes to top speed, and remains there until I turn
the machine off (log off makes no change). Subsequent restorations from
standby mode also have the fan going at top speed.
