Abdellah / Shabbir, I have talked with Sebastien Bacher on IRC, and we consider that the proposed changes (see comment #18) are uploaded to Ubuntu 13.04.
However, since the changes affect all Urdu speaking users, can you please provide some kind of testcase that shows how the rendering of Urdu text is improved through the changes. I'm not sure how this is best done; maybe in the form of screenshots before/after.
