I spent an afternoon messing around with this - AND I FIGURED OUT THE FIX. the package "gstreamer1.0-pulseaudio" is not listed as a dependency for cheese, but without it the whole program crashes while complaining about jack server.
After installing gstreamer1.0-pulseaudio, cheese behaves as it should for me.
