I can confirm this issue with Kubuntu Gutsy AMD64 in spanish (locale is es-AR), it first appeared when I dist-upgraded. I solved it downloading the source package (apt-get source tzdata), and then compiling it (cd tzdata-2007f;debuild -us -uc). If you install with dpkg the resulting deb file it works ok.
