I am having the same issue with Windows 7. I guess it is not only related to 
Ubuntu or Linux.
I tried to disable Global Search, remove .msf, rebuild index, compact folders 
and remove global-messages-db.sqllite.
None of these steps make CPU lower.

I am running TB 17.0.2.
