I had the same problem after a failed upgrade attempt to 12.04.1 due to connectivity issues not reaching the ubuntu.com servers on all requests. I attempted to do a $sudo apt-config -o APT::Cache-Limit="50000000"; to no error or no avail. finally decided to do a $sudo rm archive.ubuntu .com_ubuntu_dists_lucid_universe_binary-amd64_Packages from /var/lib/apt/lists as this file size was over the cache limit. POOF, and it was gone. Update Manager would now run, we'll see if I can get a successful upgrade now.
