Yes. It may have been included in earlier kernels and simply failed to
fire - 3.8.0-2 is the first one I noticed it in, because instead of
ndiswrapper activating my wlan adapter, ar5523 did.  If it hadn't been
for that, I'd probably never even realized it was there :)
