OK, I see. Maybe this could be circumvented by creating a package that
has to be explicitly installed to bring back user-friendly bug
reporting functionality (i.e. the help-"report bug" menu entry). This
way, only people who explicitly installed this package (which means
there's a higher chance they're serious about bug reporting) would be
able to quickly report bugs. A need for more user-friendly ways of
communicating about development can be seen through new projects
showing up, such as

https://wiki.ubuntu.com/ContributorConsole
https://launchpad.net/start-hacking

both of which are trying to address the problems of identifying the
corresponding package name.
