Public bug reported:

When starting The Ubuntu Live  CD you can Select the Language and then Start 
the Ubuntu Desktop by clicking "Try Ubuntu".
There should be an Option / Step to change the Keyboard Layout. 
At the moment it seems to get set to the default keyboard layout of the 
selected Language.
