I can confirm this bug. I was able to reproduce it following the
instructions posted. By taking a screenshot while it was flashing, I was
able to learn that it wasn't really flashing. The caption that comes up
when you hover your mouse over a minimized application was appearing and
disappearing really quickly. This gave the impression that it was
flashing. I don't know what was causing this bug. It only worked with
that one window. None of my other minimized apps would produce this.
