I have the same problem with Kubuntu Feisty and my Wacom Graphire 2 USB
tablet.

Here is the relevant section of my xorg.conf:

The stylus/eraser works as expected in absolute mode, but I cannot get
the mouse (cursor) to work in relative mode and it is stuck in absolute
mode. I have checked with the xidump utility that it is recognising when
I put the mouse on the tablet and take it away, so it's not like it
thinks the mouse is another stylus. I have also checked and tried
resetting the mode parameter for the cursor with xsetwacom to no avail.
