I checked if the bug can be triggered with ubuntu 12.10. The version of
nmcli is: 0.9.6.0

Connecting to a mobile broadband connection twice, still tear down the
connection and bring it in the inconsistent state where you can not
connect or disconnect.

Also I found a way to bring back the umts connection without replug the stick:
When you are in the faulty state, you try to bring up the mobile connection 
(via nmcli con up) and immediately disconnect the connection (nmcli con down).
It is important that you disconnect when "nmcli con up" command is still 
running, or this hack wont work.
