I checked if the bug can be triggered with ubuntu 12.10. The version of nmcli is: 0.9.6.0
Connecting to a mobile broadband connection twice, still tear down the connection and bring it in the inconsistent state where you can not connect or disconnect. Also I found a way to bring back the umts connection without replug the stick: When you are in the faulty state, you try to bring up the mobile connection (via nmcli con up) and immediately disconnect the connection (nmcli con down).
