Lonnie - Yes I can confim that I too am suffering from the "Toolbar Won't Appear During Hover-Top-Of-Screen". I am convinced it happened after a "Software Update" some time during December 2012. I've been using Remmina most days without any issues (for over a year now), and on three separate Ubuntu boxes, which all went through 12.04, 12.10 upgrades.
I had to google the issue (to see if there is a fix), and found your bug report in Launchpad, and hence why I am adding my comment. The machine I am currently working on with this problem is bang up to date with updates, Ubuntu 12.10, 64 bit - HP DC7600 standard Intel graphics which comes with the machine. No special drivers. (If anyone requires more info about my system - please let me know) By the way - an odd behaviour which has crept in is: If I do finally get the Toolbar (it's very hit and miss whether I get one when I hover over the top of the screen) , and I hit the "minimise button" on the Toolbar, Remmina may not actually minimise until I either: a. Mouse click and arbitary position on the screen b.
