I have similar problem, I could not enable nor disable any of software sources, but after I tried to disable everything, that remained after upgrade from 12.04 to 12.10 (with statement: "Disabled during upgrade" or something like that, in Czech language: " zakázáno při povýšení na quantal") I am able to disable/enable some of them now (not still not those with statement). Upgrade was partially successful, because it crashed and I had to resolve it manually.
