Wrong. Please get to know what we are talking about with TeX languages before submitting a bug. First, you probably did upgrade from a tetex-bin/-extra system to texlive, so all the hyphenation patterns actually present in tetex-bin/-extra are covered by these lang packages. Second, locales are about *MESSAGES* and *INTERFACE* settings of your *PROGRAMS* not about the languages you are writing in. Ubuntu devels, please close this bug.
