My cousin told me recently that she'd try Linux but she knew nobody, who
could show it to her, so I passed her Feisty CD. She replied "You have
already gived me this [Dapper CD at that time] and it's all in English!"
and I realized, that today language selection is hidden for everybody,
who does not understand English. (In other words, you have to know at
least a bit of English to be able to switch a CD to your language.)

I can imagine one solution: if possible make language selection a first
menu in gfxboot with English selected by default. After you choose a
language (or timeout chooses English for you), you should be in
localized main boot menu. This would make Ubuntu accessible by people,
who don't understand even a word in English and shoud not harm those,
who understand well or E. is their maternal language.
