Well this IS a problem. Installing Ubuntu on computer w/o internet
connectivity is pain just due to this bug and makes Ubuntu a system that
I can't recommend to anybody who can't connect to internet. I can
imagine two possible solutions: first is to split Ubuntu CD's to
regional ones with complete language packs for subset of all supported
languages (and people would have to pick languages in their shipit
order) as second one Ubuntu can use DVD instead of CD, which could
easily contain all language packs. Both have it's disadvantages, but IMO
both are better in countries like mine, where broadband internet is
expensive and majority of people can't understand English.
