I have this problem on my Dell Latitude E6500 with Intel Mobile 4 graphics using the i915 kernel driver. Switching to gdm from lightdm just brought up the "low graphics mode" dialog.
I think this is more of an Xorg issue because of the X log message: [drm] failed to set drm interface version. Failed to become DRM master.
